Joey Tan

Dr. Joey Tan is a global technology executive with over 27 years of leadership experience across APAC, EMEA, and the Middle East, with deep expertise in AI infrastructure, sovereign cloud strategy, digital economy development, and multi-region business expansion. He currently serves as Vice President with Damac Digital, where he leads global AI, cloud, and digital platform strategy—shaping next‑generation digital ecosystems for governments and enterprises across the UAE, KSA, Europe, and Asia.

Dr. Tan has held senior executive and Managing Director–level roles with Microsoft, AWS, Alibaba Group, and Damac Digital, overseeing country and regional P&L, national transformation programs, hyperscale cloud expansion, and major public‑private innovation initiatives. Recognized as a Singapore Digital Leader (2026) under the Infocomm Media Development Authority’s SG Digital Leadership Accelerator, he is acknowledged for shaping Singapore’s national‑level strategies across AI, cloud, quantum computing, and sustainability.

At Microsoft, Dr. Tan served as Chief Operating Officer for Singapore, functioning as second‑in‑command for the entire country business. He led AI, cloud, quantum, and sustainability agendas; delivered next‑generation AI data center partnerships; and co‑developed MERaLION, Singapore’s national empathic multimodal LLM.

Prior to Microsoft, Dr. Tan was Head of Commercial Sales (Singapore), Head of Sustainability (ASEAN) and Head of Strategic Pursuit at AWS, where he led country strategy, sustainability regulatory partnerships, and multimarket strategic pursuits across Southeast Asia. He built ASEAN’s first cloud‑driven sustainability frameworks, chaired the SCS Sustainability Tech Executive Committee, and was appointed an SCS Fellow.

Dr. Tan also held multiple Managing Director roles at Alibaba Group, where he oversaw global P&L for Alibaba Cloud International across APAC, EMEA, and LATAM; built the $800M Olympics & Major Events business; launched eWTP hubs in Belgium, Malaysia, and Thailand; and drove the global expansion of 14 Internet datacenters. His work positioned Alibaba as a competitive global cloud provider and advanced cross‑border trade innovation.

Earlier in his career, Dr. Tan held technical and regional leadership roles with Oracle, Microsoft (early career), Savi Technology, Borland, and DSO National Laboratories, reflecting a strong foundation that spans engineering, architecture, government affairs, and enterprise transformation.

He sits on multiple boards and advisory councils globally—including in digital infrastructure, sustainability, risk innovation, and cloud ecosystem development—serving as a trusted advisor to governments, regulators, and Fortune 500 organizations on topics related to AI governance, sovereign digital infrastructure, and the future of cloud and digital economies.

Dr. Tan holds a Doctorate in Business Administration from Singapore Management University and a Bachelor of Applied Science (Computer Engineering) from Nanyang Technological University.
